My v400 won't turn on, nor will it charge. I tried charging the
battery on another phone (that worked) and put it into my v400 (that
didn't work). I called motorola, who said I need to send it in. Can
    anyone help me?

Hold the * and # buttons and press the power button and see if anything
happens Have you made any changes to the phone or tried to update the flex
    on it?

Not necessarily. We've resurrected a lot of wet phones. Whatever you
do, DON'T try to charge a phone that's gotten wet - that'll finish the
destruction. (And immediately removing the battery isn't a bad idea.)

Go to the dealer you bought it from and ask if he thinks he can
arrange a handset swap for you.
