Then your account is probably not provisioned properly.

Is WAP working from the phone? How about CSD?

Don't use Cingular Connection Manager -- all you need is Windows Dial-Up
    Networking.

Since WAP is working, your account is provisioned properly.

I suspect that's true, but since you don't need it, that really doesn't
    matter.

Since WAP is working in the phone, your problem is that Windows DUN isn't
    configured properly.

    Understandable.

I don't believe that, because I know that it does work (when configured
    properly) from first-hand experience.

You can get support from Cingular if you're willing to pay for the more
    expensive data plan.

Get the V551 working. I explain how to do that at
    <http://navasgrp.home.att.net/tech/cingular/media.htm>.

As I wrote (in the part you snipped), "You can get support from Cingular if
you're willing to pay for the more expensive data plan." The problem wasn't
in the phone, or the carrier -- it was in trying to go the cheaper route with
the unrealistic expectation of more expensive route support.
