Is it possible to reprogram an AT&T sim card to become a sim card that works
on Rogers network? What is really the physical difference of SIM card
between different network carriers? It appears similar from the outside
except for the branding sticker.

Pretty sure you will need a sim card from your provider you want top use due
to programming on the card.

OK the difference on the outside of a SIM card is not important.
If two computers look the same does that mean that they have the same information on them??
NO!!!
However if you want to use your phone which was only previously able to be used on AT&T and want to use it on a different network you will need to flash your phone.
Editing your sim card is somthing that not many people can do the hardware to edit simcards is worth thousands and thousands of dollars.
You should just go and buy a new sim and get them to copy all the contacts accross.

No, you will need to Unlock the cell, flashing it won't do nothing to let
him use another network.
