Unlocking a cell phone?

What does this do? I'm pretty new at this stuff and know pretty much nothing
about it.

It allows you to use your Cell from any provider. Say you bought it
from T-Mobile and decide you would rather have Cingular. You have to
have it unlocked so you can use a Cingular Sim card.
