What would be causing me to not be able to get a certain text message? I
received a message from someone today and it said that it was 28.5kb and it
asked me if I wanted to download it. I tried at least 10 times and the
results were always the same. The download failed and do I want to try again
later.
Any thoughts on what the problem might be and how to fix it? I checked in
the setting and I have my message limit set to 100kb, so I know that size
isn't an issue.

You mean email? Text (SMS) messages are much smaller.

I guess it was email, but I kind of doubt it since I don't have the email
setup on my RAZR. It said it was a text message and it asked me to download
it, but it was never able to complete the download.

maybe it is a file transfered via BT (bluetooth) and the file is not
actually compatible with your phone that's why maybe error occurs while
downloading.

I guess it was an MMS message, 30kB would be an appropriate size for
that. MMS messages are like text messages with the ability of carrying
additional data like images from the camera. The way of delivering them
to the phone is different from standard text message, which is why you
need a so called MMS profile in your phone. This profile must have the
appropriate settings for your network.
Call your network operator, they will either tell you how to enter the
necessary information into your phone or will send you a configuration
message that will automatically do the settings.
