Don't you have any friends or coworkers that have a SIM from another
carrier? Assuming you don't, you could walk into another carrier's
store and ask them to let you try theirs. You'll know as soon as you
turn on the phone. If the phone does not ask for a subsidy unlock code
it's unlocked.

Yes, the only to tell is by trying another carrier's SIM.

I would suspect there is at least ONE other way but it's MUCH EASIER to
just insert a foreign (foreign means not your original carrier) SIM card.
I know because I'm 'almost' an expert in cell phone unlocking having been
the less-than-proud owner of a Motorola phone that just wouldn't unlock.
I can't tell you how many times I've called the carrier only to go through
the SAME rigamarole each and every time just to end up in the same spot
every time). My Motorola cell phone just would NOT unlock even after the
carrier mailed me the instructions and unlock code innumerable times and I
even went into the original store and had THEM try it themselves.
To make a long story much shorter, if you go through the unlock sequence
and you DO NOT SEE the unlock commands, then your phone is unlocked already
(except if it was as in my case where the cell phone was broken internally
somehow such that it could not ever be unlocked).
I sent that phone back to the carrier and they replaced it for free (it was
more than 90 days since I had purchased it so I couldn't just return it to
the store who was already sick of seeing me by then just to get the phone
unlocked).
Moral of the story though is that it is MUCH EASIER to simply insert a
foreign SIM than it is to go to the trouble of obtaining the free unlock
code from the cell phone carrier and punching in the whacky sequence of
steps to get to the unlock confirmation dialog box.

I have a motorola razr also and was wondering is there any reset codes
because my friend unlocked with 0000 but it got back locked when the
power turned off and 0000 won't work anymore for some reason it just
reads after you put in 0000 enter new sim pin the re enter new sim pin
any ideas for help?

You put in 0000 and then get a prompt for new SIM pin?
Please, just type in 0701 then 0701 again when asked to confirm code.
Then when you power up the 'phone, use the code 0701when prompted for a SIM
pin.
