My phone has stopped working although the battery is fully charged. Under
the battery compartment there is a red circle with splashes of red around.
Is this repairable or do I need a new phone?

Never wet except for a slight splash of lager.

He asked the question because what you've described is the state of
the water-damage detector after it's gotten wet.

Can you provide a little detail as to the manner in which it "stopped
working"? For example, does it do anything at all when you turn it on?
Light up, ring, vibrate. . . ? If you dial your cell phone from another
phone, does it ring or vibrate?

When you say under the battery compartment, do you mean *inside* the
compartment? Or on the back of the phone below the battery compartment?

If your phone is still under warranty, take it to your nearest VZW store
and ask them to fix or replace it. If it's not under warranty, your
best bet may be to buy a new phone.

The battery was low (one bar on the display) so I put it on charge for a
couple of hours. It then wouldn't switch on. The battery is 3.77V on my
digital multimeter. Under the battery, there is a 6mm circular display
under the CE number. This circle is red with some small splashes on the
baseplate. The phone will not activate and does not respond when dialled
from another phone. The phone is definitely out of warranty so I guess the
answer is to buy a new phone which will accept my SIM card and outstanding
credits. I am on PAYG with Orange. Any recommendations? I don't want too
much - just a phone with a camera. Another Motorola RAZR V3 would be fine
    (I have a spare battery).

After several hours with the battery & SIM card removed, the phone is now
working again. The red circle under the battery is a moisture indicator and
presumably deactivates the phone to avoid any damage. Maybe it will
eventually change colour again. I still can't understand how this happened,
as the phone has never been wet, apart from a few drops of lager!

The red spot will remain red and any remaining warranty will likely not
be honored. However it is not a sensor that shuts off the phone and is
unrelated to why your phone is working again. It is simply a moisture
indicator. There are others inside the phone too.
