I bout a v60i for use on Verizon from a friend who had previously used
    it on Alltel.

The phone works just fine, except *228 never works. I always get a
system message saying that the update failed, cannot proceed, etc.
Option 1 and 2 both fail when attempted.

The NAM was programmed manually, and as I said, the handset works fine.
At this point, all I need to do is update the PRL using OTA. The current
PRL is only two digits: 35

Is this a subsidy key problem, as the phone was originally used on
Alltel, and still says Alltel when the flip is opened, and shows an
    Alltel graphic on power-up?

    Suggestions more than welcome!!!

    Verizon Verizon Verizon.....
