What sort of help ? If it's about the basics of WAP and WML start here:
    http://www.w3schools.com/wap/default.asp

As for the ringtone MIDI's, do you have permission of the copyright
holders, or are they public-domain, or your own compositions ?

The music itself may be PD, e.g. Mozart, Beethoven., but the MIDI files
    themselves often are not.

Someone has taken the time and effort to author a MIDI file. That MIDI
file is protected by copyright unless the author has placed it in the
    Public Domain.

    From.
    http://www.classicalarchives.com/copy.html#basics "PLEASE NOTE THAT
ALTHOUGH A COMPOSITION MAY BE IN THE PUBLIC DOMAIN, THE MEDIA FILE IN
WHICH THE COMPOSITION IS PERFORMED IS *NOT* IN THE PUBLIC DOMAIN."
