I've tried many things to make an AAC-file. First with iTunes, but the file
rename it self to a M4A-file. I also tried DBPowerAMP, but al codes an there
MP4 codec site work for a couple of MP3's. I get a MPEG-4 error message. Are
my MP3's corrupt or maybe I do something wrong. How can I make AAC's with
iTunes, and how can I make them with DBPowerAMP? Or is there a better
    program?

A file with the suffix .m4a is an AAC file. The suffix is for MPEG-4
Audio. Have you tried renaming the file for whatever wants a different
    suffix?

I've tried to rename, but then the file isn't work any more. I really like
    to have a AAC suffix.

Why do you want the suffix AAC? I only know the iTunes side. I don't
know what you want to do that involves Nokia.

    After documenting a bit...

    ..mp3 is MPEG-1 Layer 3
    ..aac is MPEG-2/AAC
    ..m4a is MPEG-4/AAC

So to the original poster: don't rename .m4a files to .aac. Use a tool which
can directly encode .aac files. I've tested Easy CD-DA and works nice.
