    I have seen these being sold by download merchants in Thailand, but never in
    Oz.

    Don't know. It was in a magazine (in Thai) as part of a full page add for
    picture messages, polyphonic ring tunes, etc. $$$

    My browser (Firefox) says it is an Oxygen Phone Manager bit map, so I
    suppose he will need OPM
