My friend recently move to London and changed his phone. This thing is he
forgot to tell me the new number. Is there some sort of free telephone
directory that I can access to find out this information.

Some mobile numbers are available from the directory services people (118
888, 118 500 etc) and they have corresponding websites that you can search
for free at www.118888.co.uk and www.bt.co.uk. However, mobile numbers are
very limited and I don't know if they are available online. Unless your
friend has an incredibly unusual surname you won't be able to narrow it down
in London without an address anyway.
