I am having lots of trouble getting Windows XP to access the cable's
    driver.

I insert the USB cable into the computer, and a balloon pops up saying,
"USB-Serial Controller C". Then I get the "Found New Hardware Wizard".
Whether or not I let it check Windows Update for drivers, and whether
or not I tell it to install automatically or if I point it at the
drivers on disk, I immediately get the "Cannot Install This Hardware"
screen because "the wizard cannot find the necessary software".

Any ideas? This problem happens whether or not I have the cable plugged
in during the installation of the PC Suite, and it even happens after a
reboot. It also happens regardless of whether the cable is attached to
    the phone itself or not.

2 things. Did you install the driver before plugging in the cable? If
you plugged in the cable first you're gonna have problems.

Secondly, is it a genuine Nokia cable? If so, are you sure? There are
always big issues with the non-genuine Nokia cables.
