Why bother?
My N73 came with an excellent calendar and alarm programme which
synchronises automatically with my laptops Microsoft Outlook via
Bluetooth, transferring and updating contacts and appointments and
alarm details. When away from home I can also enter details directly
into the N73 and these will be used to update Outlook when I return.
I doubt there would be any market for another alarm programme for the
N73, unless you are just doing it for experience in programming. In
that case, sorry, I can't help.

Go to http://forum.nokia.com/
Then you can for example go to Device specifications -> S60 devices, select
N73 and you'll get a list of tools and recommended SDKs.

If you are already fluent in C++ and are willing to spend *a lot* of time
learning Symbian C++ and the Symbian API (which is very different from
standard C++ and the Win32 API), then Forum Nokia is the place where to
start. Else, just spend $5 to get one of those Alarms applications out
there.
