    In the UK, you can dial the emergency services on most phones even when
    the keypad is locked. Perhaps it's the same with you?

    Why did Nokia 3390 send signal to Police Dept?

    My wife got a phone call on her cell which at the time was locked... It was
    the local police dept. and they wanted to know if all was alright. She has
    no idea what prompted this.... Any ideas for this phone or similar???

    All Nokia phones can dial 112 and your local Emergency number with the
    keypad locked. So if you are in the US then it will dial 911 as well.
    This could have in-advertently happened while in her hand bag or
    pocket.

    The very same thing happened to me (US).
    I told them that I had not called them - they asked if I was using a cell
    phone and when I responded with a positive they okay, no problem and hung
    up.
