If it's blocked as in barred, no one with any sense in the UK will touch it
as IMEI tampering is illegal and carries extremely stiff penalties. On the
other hand, if you mean locked to a network, you can unlock it yourself
using a data cable and Eeprom tools.

its blocked but not barred someone finished there contract and oragne
blocked the phone but wont unblock it caiuse the customer has now finished
witht he contract if you know what i mean

Orange don't (and never have) blocked handsets on completion of a contract.
If the handset has been blacklisted, I don't hold out much hope of you
getting it revived legitimately, and for the reasons specified before, I
don't recommend you even consider the illegal route.
