Those are the brief descriptions of those PRL changes. There are more
detailed versions of each that were available internally.

Changing the priority of certain carriers in areas, to use carriers that
charge Sprint less money!

I know 10021 helped in the outer banks so digital roaming
now availible in buxton and Avon.
before line of sight with Nags Head (30 miles) prevented linking to
water tower 1 mile away so the only way to make calls was to analog
roam. 10021 fixed that.
