Whats up with the sprint referral program these days ?
Recommended a freind, and he said the rep told him the 'referrer' has to be
    present to qualify.
Couldn't find anything about this on sprint web site, which used to tout
    this prominantly.

Have you simply tried calling #REF? I believe you must call it within a
certain time interval, though, in order to get the referral credit: more
than 24 hours, but less than 30 days, after the activation of the referred
    customer.

If I recall correctly, the automated instructions ask for both telephone
numbers, so perhaps it doesn't matter which phone makes the call. I think I
called as the referrer (the one who introduced the referred customer to
    Sprint).

You are correct. It does not matter who calls as you enter both phone
numbers. This must be done within 60 days of their activation, and can be
done once per 30 days per line. So, a family plan of 3 people can refer up
    to 3 people per month.

Limit of 20 referrals in the lifetime of an account applies.
