    Currently Sprint PCS N/W minutes are based on the time where the call is
    made.

    So under that scenario, would a person on the West Coast want to have
    a phone whose number was on the East Coast.....that way, a call made
    at 6PM would be made at 9PM as far as Sprint was concerned, and be
    billed under N&W? So if you have a friend, relative, etc. on the East
    Coast, use their address to register your phone?

    The other carriers are like this as well.
    On-peak and off-peak rates were designed to allow the system engineers to
    work on the system during off-peak rate times.
    We could only take a cell site(s) down during off-peak hours. Using your
    cell phone during the Off-peak requires users to put up with possible
    maintenance outages during that time, so they made it cheaper during that
    time so that users would be more willing to put up with that inconvenience.
    Business hours are where the money is. The system traffic a LOT less after
    the business people go home. That's why carriers do unlimited nights and
    weekends as it's another way to try to pull even more customers to fill up
    the network's underutilized times.

    So, does the "billing by 'local' timezone", ( the one that the subscribers
    mobile handset is currently in ) make more sense now. ;-)
    It is done around the local maintenance schedule of where the mobile handset
    is and not by the billing address of the subscriber(s).

    You are billed as to where your Cellular phone is currently at, not where
    you are from billing address-wise.

    OK, so we're at the "liar liar pants on fire" defense now? ;-)
    Hey 'nextel hawaii' dude, call 611 and ask them yourself. They will tell you
    the same thing.
    Whoever did your training might have told you that. I got told some wrong
    stuff during my cell site training as well.
    611 is a free call. Let us know what they say.

    First off, we haven't heard how those "Other" charges were defined, have we?
    If it was a N & W calls, it should been listed like that in their bill with
    charges listed on each call. Same thing goes with roaming, under
    "Off-Network"

    As to responsibility, it's up to the customer to know what options he/she
    has. All CS can do is to review the usage of the phone, and offer options to
    try to reduce the cost. It's up to the customer to authorize changes to
    their respective plans.
