I'm trying to get a consistent answer:

If I purchase a new phone from eBay to replace my lost phone under the same
plan with the same phone number, how do I get the new phone activated?
Through Sprint Customer Service? On my own through their website? Any
    activation service charge?

    Thanks.

As long as you are a SPCS customer, and just replacing your phone, there
    should be no activation fee.

As to activating it, I'd recommend calling SPCS on a landline, as you will
need to do some programming on the cell phone. 888-211-4727.

the best method I've found is to call *2 from the new handset, and
follow the prompts to activate a new phone. When the CS rep answers,
tell them you have an existing account and are swapping out phones.
They will then pull up your account info and activate the phone via OTA
programming. this tends to eb the quickest and most reliable way to get
the new phone up and running.
