So, back on May 21st, I order a Q through the SERO program. The order's
processed through InPhonic, and gets shipped quickly. I ordered on Monday,
got the phone on Wednesday. Had to call tech support because the phone
wouldn't connect to the internet, but they took care of me, even though it
took forever to get through to them. Everything's going fine until
yesterday, 5/30, when I recieve a bill in the mail... Keep in mind, I've
only had the phone since May 23rd, and here I am with a bill 7 days later.
The bill says that it's for the period between April 22nd and May 21st.
What the hell? Is this normal?

its usual to pro rate the bill.

I know that you receive a "double" bill on your 1st invoice. I called
them about that as well when I ordered my Samsung Blade months ago.
Although the activation fee is waived, a double bill is common. I
suppose when your contract ends and you decide to not continue, you
won;t receive a last bill. Nextel doesn't do that, but oh well...

Most phone companies (including most cell carriers), bill
for services in advance, except in situations where they can't (like for
long distance charges, or roaming, since they can't know in advance what to
bill you).
Your monthly fees are always billed in advance, for the coming month of
service. Your first bill also includes pro-rated "in arrears" billing for
what you've already used.
Not a double bill, technically, but it will be higher than your monthly
bills normally will be down the road.
