Wrong, you can't receive text messages without a plan that allows you to
do so (vision or WW) or you will be charged per message. For example,
my wife didn't want the web on her phone but, she likes getting the
sports scores messaged to her so, we had to add a messaging option to
her plan.
I'm not sure what the cost per message is though if you don't have a
plan.

Apparantly, for previous 2G phone customers, simply having a new 3g
phone is not enough.
I have a colleague who just got a 6400 to replace the A460 he hated. I
do not think he made any other plan changes other than to activate the
6400.
When I try to send him a text message at sprintpcs.com, I get the "does
not subscribe to this service" error message.
What must he do to activate Vision capability? Does he have to
"subscribe" or can he set up his account (username/password) without
actually having to subscribe to a monthly usage plan?

He can get Vision for free for a few months (probably requires an initial
plan change though). Then, when he shuts off Vision, the service should
remain (on a $0.01/KB basis).
