After I activated my new phone, my old cell phone still receives voicemail
notifications. I cannot listen to them or dial out, but if I sell this
phone on eBay, will the problem go away for the new user? I've reset the
phone and erased the phonebook already.

It is tied to the phone number going to the ESN. If a new number is
assigned the notices for the previous phone number will go away.

It will go away when the phone's number is changed (reprogramed). Send
your new phone a text message and your old phone will recieve it too.

Turn it off for 24 hrs. Or just leave it off permanently.
