    Yes. Buy the phone from the vendor of your choice, swap the SIM card
    from your old phone, and talk. I take my "new" phone to the local
    store and ask them to put insurance on it (if I want that service)
    because they are wanting to see it work.

    I use EBAY to buy my phones. I have gotten a number of good deals
    there. Due Diligence is important. Using EBAY's PayPal helps protect
    me, should the deal fail. However, I have yet to get a bad deal on
    EBAY.

    I have gotten some good deals on accessories from
    http://www.cellphoneshop.net/ and they also sell new and used phones
    (though I have not used them for that service). Their prices are close
    to EBAY prices. They take credit cards (thus giving you some buyer
    protection as well).

    In the case of GSM phones like those sold by, for example, T-Mobile USA and
    Cingular, the phone may be locked to only accept a certain provider's SIM. I
    use T-Mobile USA. Cingular and T-Mobile both SIM-lock their phones, so to
    use a Cingular phone it has to either be unlocked out of the box, or I have
    to buy from a Cingular customer who gets Cingular to unlock his phone (both
    companies will do it, but the criteria for unlocking phones varies -
    normally you have to at least be a customer for a specified amount of time...)

    Due diligence is extremely important (I speak from experience)
