My plan is coming to an end and I'm looking for a new cell phone. Can
someone relate their personal experience as to how or whether they
managed to negotiate a free cell phone deal?

You can get a free Tracfone by buying 60 minutes of airtime for $19.99
Just send an email saying "tracfone minutes" to
tracfone AT alex4all.com

You will receive an email from the Tracfone company with instruction for
getting the free phone with the airtime card.
Don't delete the email.
When you receive you phone you use it again to activate the phone and get
120 additional free minutes.
