Hi everyones...thanks to read. A friend of mine have internet access through
cable modem. He also get 10 hours a month 56Kbps dialup connection with his
subscribtion. He uses a laptop to surf the internet. It is possible for him
to interface his laptop in some way to a cell phone and access his 56K
dialup this way like with a normal phone line? TIA for your reply.

First of all, if your friend is using a 56K modem, he does not have a
cable modem. Cable modems are used to connect to the cable television
provider for internet access. And with that he would get unlimited
    browsing at very high speeds.
As far as connecting to the internet via the cell phone, yes it can
be done. And is done all the time. However, the first thing your friend
needs is a phone that supports the data transfer, and a plan that
will allow him to do that. He needs to check with his cell service provider
    for phones, plans and costs.
He can even buy a card that will fit into a laptop, or desktop with
adaptor, that will allow him to connect whenever he wants without using
the cellphone. Of course this requires additional service.

Yes, it's possible with some phones. You will need a compatible phone
and a "data kit". With some carriers it's a digital service, kind of
high-speed. In other cases, you are actually just making an analog call
to an analog dial-up modem. However, the analog systems tend to be
low-speed (on my Verizon QCP-860 I could do this, but it was limited to
14,400 baud ... pathetically slow by today's standards). Since the
phone and the carrier are both involved, it will take some research to
find the best way to do this. There is also a huge variation in cost,
from free (well, you will be using airtime minutes, but beyond that
nothing) to almost $100 per month for a dedicated high speed data
service. Not all of these methods will even use the cable company as
the ISP, many will use the phone company as the ISP.

Thanks for your replies. Dick... i think it was clear enough when i said:

That means he's using high speed cable modem internet access from his
    provider, AND he's getting a 10 hours/month connection to 56K dialup. Many
providers offer that. He can then connect to the internet with the internal
56Kbps modem when he's away from home using his account username/password.
What he wanted to know is if he can interface the laptop to a cell phone and
then connect this way to the dialup server of his ISP like when using a
normal phone line. I think the answer seems to be "yes" under specific
    conditions. Thanks again for replying.

Ah, right, misread it. However, while it is possible, I doubt that he would
get 56k speeds, and some cell providers are phasing that out.

Just to remove some confusion on here:

Data (digital) cellular plans use GPRS/EDGE/ect to get data to your phone
from your service provider. This isn't what you were asking about.

What you are asking to do is use a cellular phone to connect to an (analog)
dialup ISP modem. As far as the service provider is concerned, this call
would be no different than any other voice call.

Your question is, "Is it possible to use a cell phone (analog or digital) to
connect with a dialup analog modem?"

Without knowing specifically the model of the phone, all I can give you is
    "maybe".

There are hardware and software means to do this -- even for digital cell
    phones.

I doubt the phone has a built-in analog modem, so you need to think along
    these lines:

"How do I get the connection from the phone needs to feed into the analog
    modem in the laptop."

In the very early 90's, I used a cell phone occassionaly to dialup a local
university modem pool -- using an accoustic adapter on the phone.

Today, there are other means. If the phone can make a data link to a PC via
USB, Bluetooth, even Serial, there are programs out there for some phones to
bridge that data link with the PC's analog modem. Remember, there won't be
a dialtone, so you will have to use the cell phone to actually dial -- and
the PC modem needs to be able to handle standard AT Hayes commands. (It'll
need a ATS6=0 to not wait for a dialtone and then just an ATD to connect.)

It can be done, but without knowing specifically what phone you are talking
about, a definitive answer can't be given.
