Hello,
I have seen these people walking around with - what I believe to
be - cell phones attatched directly to thier ears!! Is this the actual
cell phone on their ear, or is it just a transmitter to a cell phone
which is in thier pocket or somewhere else?
Also, is it safe to carry a cell phone in your pocket or close to
your body when it is not "in use" (but on?)

That would be a Bluetooth hands-free system.
No it is not the actual phone That'd be in a pocket
or near their person.
Yes it is safe to carry the phone, while it is on, in a pocket
