Depends on the phone.
I've stuck with Nokias bc unlock codes have been readily available from various
web sites at no cost. e.g. http://tinyurl.com/p729k
The Moto v180's I got a few years ago, OTOH, require some sort of intervention
by the cell phone provider.

Not with the phones I've had.
I go to the web site, key in phone-specific info; the web site gives me an
unlock code.
I then key the unlock code into the phone through the phone's keypad and it
becomes unlocked.

I've never found an unlock site for LGs, but you won't need one.
Consumer Cellular is a Cingular reseller. Any Cingular phone, like your
LG, should work with a Consumer Cellular SIM.
