    I used T-Mobile's prepaid service to do just that. A $100 airtime card
    gives you 1000 minutes of use good for 1 year, then after that, any airtime
    purchase (as low as $10) extends it for subsequent years. That's
    $8.33/month for year one, and $0.83/month after that.

    You don't even need to buy another phone- call T-Mo customer service and
    they should be able to convert your account to prepaid.

    I setup a voicemail message directing people to my new number, and don't
    even turn that phone on.

    Can you forward all incoming calls from the prepaid cell number to
    another phone number? If so, will you be docked one minute for every
    call that is forwarded?

    Sadly, T-Mo's prepaid service doesn't allow forwarding (except to voicemail)
    which is why I set up the message explaing the number change rather than
    just forwarding the calls. The slight advantage of this method for me, in
    retrospect, is that it weaned callers off using the old number- if I'djust
    had a forward setup, the old number would still "work" (from the caller's
    perspective) and they wouldn't be "forced" to use the new one and update
    their phonebooks, contacts lists, etc.
