My father bought a Jitterbug cell phone two weeks ago. It works OK
for outgoing calls, and it worked OK for incoming calls for two days.
Since then, all incoming calls get a busy signal, even though the line
isn't busy. How would I/he troubleshoot this? There isn't any section
on troubleshooting in the Jitterbug manual or on the website.

You could try to pull the battery and put it back in to give the phone a
restart. The next thing would probably be a call to customer service.

I will ask him to try this.
Is it common for a cell phone, when malfunctioning, to give a busy
signal for all incoming calls? If so, why? I don't think this can
happen with a wireline phone.

There can be all kind of effects if there are issues with the software
running on the phone. By the way, are you sure you haven't inadvertently
enabled call forwarding to a number that is always busy or inexistent?

It can happen easily, and it does happen with wireline phones. Just
imagine what happens if the phone fails to recognise that the handset
has been put back to the receiver after a call, maybe due to a defective
switch.
However, wireline phones (if not VoIP or ISDN) are way simpler devices
as compared to digital mobile units. The less complexity there is in a
system, the less prone to error it becomes.

Haven't you tried their highly-touted personal support service? I've
seen it on TV, so it must be true.

Actually, we do CARE at Jitterbug. We (GreatCall) really strive for
Customer Satisfaction. Understanding that our demographic is hesitant
to purchase or even pickup a cell phone, we stress; hugging the
customer, taking time out to understand the issue, and making sure we
treat every customer as if they were a part of our own family.
As for the "others" that i do not know.

I had a jitterbug and I took it back in a weeks time.
They are junk.

Thanks to everyone who replied here, especially to David Reyes.
My father recharged the phone and the problem went away. So
apparently the problem occurred because the battery was low, even
though he could still make outgoing calls. He will try to keep it
fully charged from now on.
