They do not.
If you read any of the warranty brochures, you will notice it says "NOT VALID FOR iPHONE."
Here is the exact fine print, available at: Wireless Phone Insurance | Wireless from AT&T, formerly Cingular :
You can enroll in Wireless Phone Insurance when you activate or upgrade your AT&T device. You must enroll within 30 days of activation or upgrade. Wireless Phone Insurance is not available for and does not apply to: Apple iPhone™ (all models), Phones on GoPhone® accounts, Laptop computers and Netbooks.

the warranty is with Apple, i have had mine replaced three times, who cares if AT&T dont give you one

Kind of.
Apple doesn't give you a warranty like you would expect when you get another type of phone and add it for $5 per month.
It's much more difficult to get it services/fixed too.
Here is the information included with the free warranty that comes with the device (for one year):
Apple's Limited Warranty for iPhone excludes coverage for damage resulting from accident, disassembly, unauthorized service and unauthorized modifications (including unlocking). Please review the warranty for further details. An iPhone that is ineligible for warranty service may be eligible for Out-of-Warranty (OOW) Service. For example, an iPhone that has failed due to damage or liquid damage is ineligible for warranty service but eligible for OOW service. However, certain damage is ineligible for OOW service, including catastrophic damage, such as the device separating into multiple pieces, and inoperability caused by unauthorized modifications (also includes unlocking). Please see Apple's Repair Terms And Conditions for further details. Refer to this article to check if the liquid submersion indicator on your product has been triggered.
People are eligible for "out of warranty repair", sometimes. Here is the pricing information and details.
If you own an iPhone that is ineligible for warranty service but is eligible for Out-of-Warranty (OOW) Service, Apple will replace your iPhone with a new or refurbished iPhone for the Out-of-Warranty Service fee listed below.
iPhone 3GS Out-of-Warranty Service 16GB & 32GB $199 iPhone 3G Out-of-Warranty Service 8GB, 16GB $199 Original iPhone Out-of-Warranty Service 4GB, 8GB & 16GB $199 *All fees are in US dollars and exclude applicable taxes
