What does allowed_access LTE (0) mean in LTE Serving Cell Info field test mode?

I haven't been able to find an explanation of the value displayed in the field test mode. Under LTE Serving Cell Info the allowed_access value = LTE (0). Does LTE (0) mean "false/no" ?

I never see the LTE icon on the screen and my cell reception is very poor quality.
