It's been reported over at Boy Genius Report that AT&T is thinking about implementing a trade-in program that will let existing AT&T subscribers put a "used value" towards the purchase of a new phone. Although this is just rumored and hasn't actually been confirmed officially, it's said that the phone being traded in cannot be more than 2 years old and must be in pretty good shape and the new phone that you want will not have any subsidies attached.. The trade in value on your old phone, is your discount and the most you can trade-in your old phone is topped out at $200.00

Not entirely a bad plan, especially for those people who are not very internet savvy, but one could easily get more value for a used phone on eBay, Craigslist, and the like.

Most carriers have already implemented this.

I do this with Verizon Wireless all the time.
They will give you a discount on a new phone if the phone you're trading in is in good condition and is not horribly outdated...they'll give discounts for phones usually up to 4 or 5 years old. They give up to $150, depending on the value of the phone (original value) and the condition. For the Voyager, they were willing to give me $125.
They only offer this to customers who are eligible for an upgrade with Verizon Wireless. You cannot come in with a old Verizon phone and activate service and get a discount on a new phone...
They also offer "store credit" for the device if you want to pay a normal price for a new phone but want to be able to use it to buy something else in the store.
Both the store and customer service can honor this offer. Stores are more generous. Indirect dealers do offer this, but they don't have to play by Verizon's rules...so it can be different.
