i tried calling someone and it didnt even ring just said the person you are trying to call can not be reached does that mean the phone is off and battery is out of the phone?

It could mean that the phone is off or they are in an area that does not have service.

The call should go to Voicemail if the phone is off. If the number is prepaid service, the person may have exhausted his account balance.
