gsm smartphone on att pre paid on pay-as you go

ok is this possible to use a better grade gsm smartphone on pre-paid as pay as you go with no data- using wi-fi for data thoght about this with T-Mobile but i seen att was if i read it right 10cnts a min and T-Mobile was 33 cnts a min i am perfectly happy using wi-fi for internet done it for a long time with a i1 on boost and then sprint had to ruin it by doing away with iden i only use about 20.00 a month if that i need a good camera on phone for my job have looked a lg2x and samsung galaxy 2 dont mind spending mor for a phone that is updatable - os as they are about like computers anymore thanks for any imput
