I received an SMS from 3 yesterday about their new eye cam and to check
it out on their website.

Now why I would want to waste my money on that, I don't know.
If I wanted a camera at home I would simply set up a web cam, my 3 phone
can bring up the URL for it.
As for putting a camera other places, it would want to be bloody secure
cause I wouldn't want to loose $249 worth of equipment.

Does the browser on your phone do ActiveX or Java in a way that is
compatible with your webcam ? If so, what webcam do you have and what
phone do you use to successfully view it ?
