Is it possible for a mobile to eavesdrop on its owner when it is not
turned on?

It is if you have 8250( I think it was an 8250)
This phone can be rung and it will answer silently without intervention
after it has been modified.

Read the post again. You cannot have a mobile operate when it is not turned
on
