Simon, if you'd been around long enough you would have been aware of a case (viz
Mt Barker) where a requested ambulance was despatched in_the_wrong_state and a
fatality occurred. The subsequent enquiry resulted in the requirement for 000
agents and operators to obtain state confirmation regardless of the
possibility/likelihood of ambiguity.
