deactivation question

hi everyone
I found a old phone of mine that is on a plan with bell and i havent used it for around 5 months and the bill has been running up to over $600.00.
Do u know if it would still be possable for me to disconnect the phone for the deactivation fee of only $400.00?

The phone is not activated. You want to cancel your account. You are responsible for any outstanding balances and cancellation fees if the line is still under contract.
