Iphone 5s on BELL

like many, I also screwed on a iphone purchase but of course I started reading about it later....I purchased an iPhone 5S used from someone on Usedregina.com

They mentioned in their ad that the phone is with BELL and it can be unlocked!!!! I bought the phone as a gift for me wife and started the process of unlocking by calling BELL. First, they told me that they will only speak the account holder and since I didn't have BELL account, they won't talk to me. I managed to get hold of the owner and she called them. I don't know what conversation they had but I still have unlocked phone with me. I tried going to third party for unlocking they couldn't do it either because they believe previous owner;s account is NOT CLEAR yet!!! Means they have to pay the balance or left over before BELL unlocks this phone!!! Now, I am stuck with this useless piece of technology...don't know what to do? I am unable to get hold of the previous owner (of course).

If I decide to go back to BELL and use their mobile services, you think I can have this phone unlocked? OR is it tied up to the previous owner account forever?

You should go to BELL service counter and show your proof of buying the phone. then discuss all the problem with them. i am sure they will unlock your phone with no doubt. as you are honest to them.
