Are you talking about a bluetooth headset? If so, you have to access your phone's bluetooth menu (for my phone, I go to Settings & Tools - Bluetooth Menu), Add New Device, have your bluetooth headset powered on, and then wait for the phone to find it so that you can "pair" the two devices. If it asks for a code, try four zeros (0000).

If you're just referring to how to turn it on, go to Start > All Programs > Bluetooth > Bluetooth Manager > Settings. From there you can turn it on or off.

Some devices can be a pain to set up but nothing a quick flick through the manual can't solve. Did you have a specific problem?
