i would go with any 3rd world country, quite possibly iraq who knows.

I would make a smart aleck remark regarding your question as I'm not certain as to precisely what you intend to ask here? If I understand correctly your question is What is the most text messaging savvy country in the world, correct?
I'm certain, most would think the answer is the States however, the USA seems to be behind in every aspect of mobile telephony today. I would say the answer lies somewhere in Asia, specifically; Japan would be my top choice, followed by South Korea and Singapore close behind.

usa is behind in cell phone tech as you said dude, we just happen to run the world is all, and be good at whats important; like winning wars and having a huge deficit; might seem insignificant to a foreigner, but it aint, dont get mad its just how things are. i've been to dubai and abu dhabi and its really nice; far from 3rd world, but i've seen iraq and iran and those are 3rd world countries no matter what. i said iraq might be a place where people text a lot because the us forces wiped out their whole infrastructure so they have to rely on cell phones and sms to communicate now, hence them using it a hell of a lot more than anyone else.

I wouldn't say the American technology is behind... it is there. However, for numerous reasons we just don't use it though... either by choice or geography...texting just seems a bit backward as opposed to voice to many Americans... reasons too numerous to discuss, really.
I pretty much agree with all of those up there... 'cept for Iran or Iraq... although, hehe... I do know that there are certain organisations in Iraq text messaging lol!
