You can resize gifs in Adobe ImageReady! If ya post them up, i can resize them to avatar size for ya.

I dont' think you can resize animated gifs....it's not like you're taking a single frame (the image) and resizing it. You have to get a program that'll split up the animated frames, and resize EACH one....I tried a year ago to look into it...but didn't find anything....who knows

Any excuse for tension, think about it logically, there would be no hassle about resizing single frame gifs, you said it yourself, so you should assume i was talkin about animated gifs, but then again, ya know what they say about assuming.....
Anyway, yeah, ImageReady converts animated gifs, and do a google search for "online gif resizing" and you'll get a few online services to do it aswell.
