Wanted: Site Designer, CRAZY CPF $$!!!!!!!!

To all web designers:

I need your help! Look at the pic I have below, that is the current layout of my site. Don’t be offended of my blocking out the site URL and name; it’s a security thing (not ready to release it yet ). Now, I am willing to pay $3.5 Million CPF for a good design, I’ll make it a… contest, per say. ALSO, to the winner, just FYI it’s not a forum site, you will be able to be a moderator if you’d like.
So, what I’m looking for:
A DREAMWEAVER template with: Home, Gallery, Downloads, Comment Section, and a place for a Logo on the top of each page.
What you can get out of it:
$3.5 Million CPF
Moderation Privileges at my site (Not a forums site)
You’ll get credit on my site for building it
