Hello,
I have a question. If I got a call from Canada and I am in the United States and I do not have US to Canada minutes, but the person in Canada does.. Do I get charged extra?

Do you live in the USA ?
If you are in your home area (let's say just for argument's sake you are a Verizon customer living in Seattle, have a local Seattle mobile number and receive your call while in Seattle), then no, you pay nothing LD-wise because the person calling you has already dialed the long distance.
However, you would definately be using your minutes / airtime.
Of course, check with your carrier, as you may have some special rate plan, but 99% of the time, this is how it works.

It doesn't matter where the person who is calling you is located........ hell the person could live in Australia & you could live in Chicago..... they would be the ones paying long distance. Since there's no roaming outside of your home area now...... as long as you're physically within the U.S. then you're not being charged extra.
