I read recently that even if your cell phone has no minutes on it, you can use it to call 911.

Depends on the network settings that the network operator has put in place. But yes, there is an option to allow all ESNs trying to access the network the ability to complete a 911 call.

Haha, yeh there was a story on Fark a few days ago about 911 operators being upset because of all of the prank calls from teenagers. Apparently when the phone isn't connected to a network anymore, it's not possible to trace where the call is coming from.

This is why a lot of sheriff's departments get cell phones for the elderly. You're supposed to always be able to call 911.

You can even call 911 from a phone without a SIM card, or an account on the phone. As long as the phone picks up any kind of service, it will connect you with 911
