VOIP for calling between USA and Philippines

Hi,

I am in need of a service that can send and receive calls from the Philippines, and also have the capability to record these calls without extra hardware. Good quality is also vitally important.

So far the only solution I’ve found is Skype with Pamela call recorder, but this will cost $0.20 a minute to the Philippines (maybe even more from Philippine to the US?).

Are there any other options out there for frequent US to Philippine calls?
