Does cingular have any restrictions if I am not in my "home calling area"?
For example, if I travel to another city, do I still get my free nights and weekends, etc. I would like to keep my phone number which is from a different city.
I currently use US Cellular, and I dont get many features if I am roaming.

Any new plan is National (they still have a select few regional plans), but most are now National. No roaming charges, and most features stay (such as N&W).
You should be able to port the number, but you may have to do it in the city that the number is registered in, otherwise they may force you to change area code.
