    I have followed Cingulars instructions for WAP configuration on my wife's non-cingular V3 but it doesn't download the web page correctly, mostly text with no markup.
    Is this a software build issue?

    Try configuring the phone again.

    I just did this the other day. I got an unlocked tmobile phone and I have cingular. You have to enter all the codes under the web access part in set up and it should work....I am a dummy when it comes to computer issues and it worked for me.
