Any unlocked GSM phone that has the 850mhz and 1900mhz bands will work with SunCom as a phone, but if you plan to use text messaging and the internet, you'd better check with SunCom to make sure they'll be able to help you reconfigure the SMS and WAP settings.

yes, sms will work fine, however you will need the service settings sent to phone.(just ask suncom as cingular doesnt lock wap profiles like tmo)

Does the phone have to be unlocked, or will it just work if you put a Suncom SIM card into a Cingular phone?

The entire purpose of unlocking a phone is to remove the subsidy locks which "lock" you into using only one carrier. The answer is NO, if you put a SIM from one company into another company's locked phone, you'll lock the SIM, don't do it!
